The Hall of Justice was the headquarters of the Justice League. However, it's vulnerability and susceptability to attacks led to it's abandonment in favour of the Watchtower. Abandoned for several years, the United Nations took control of the hall and made it the headquarters for their Justice League International. However, the JLI was very short lived and the hall was absolved of use shortly after the dissolution of the JLI.
