Harrow was a Metahuman who possessed the ability to raise ghosts.
Biography[]
Working as a commander for the Tower organization, Harrow raised the Ghost Soldier to do her bidding. Realizing that Superman and Wonder Woman possessed a threat to the Earth, Harrow began to try and find a way to kill them. Ordering an attack on Wonder Woman, Harrow tried to get ghosts to kill Superman, but was promptly defeated. Later, she approached Xa-Du and got him to release Doomsday from the Phantom Zone.

Much like the Ghost Soldier, Harrow possessed the ability to manipulate molecules to phase in between a stage of physical form and intangibility. However, Harrow was also able to raise the undead as an army.
