Joe Chill was a drunkard and common mugger. One of many helped by the relief programs sponsered by Wayne Enterprises, it was out of pure coincidence that Chill was the man who murdered Thomas Wayne and Martha Wayne in cold blood just to try and make some money off of Martha's pearls. Years later, Chill's condition greatly deteriorated and he was encountered by an enraged Bruce Wayne, who was even more angry to find Chill to be a common peasant on the street, not a rich man or somebody involved in conspiracy.
