Raju was a corrupt informant for the GCPD.
Biography
Working for the GCPD to infiltrate criminal organizations, Raju very quickly turned corrupt and began to work for the Penguin. Working as a messenger between the Penguin and the Dollmaker, Raju very quickly ran into the Batman, getting beaten up twice. Soon after, Raju went to jail but was paroled out with Nicolas Pog. His association with Pog and by extension, Jill Hampton, got him killed by the latter.
