THEY was a branch of British intelligence. It served to Britain the same way that ARGUS served to the USA. The leaders of THEY had a keen interest in Batman Incorporated and had the Hood try and infiltrate it. THEY's main investigations were into alien empires and alternate dimensions primed to invade Earth, a hotspot of activity.
